In a 77 page response to the FCC's inquirey regarding VZW's increase in its ETF's, explains why they feel they are entitled to it. Apparently the state that the reason for the increase for SmartPhone users is the amount of ETF's reported within the first 12 months of a new contract. You can read the full 77 page report at
